What ideas do you currently have? I dunno much about tech crap but from what you’ve written it sounds near impossible. Off the bat I’d suggest a CVS but from what you’re saying; your ‘program’ needs to have a client that can reach the floating file server. If you have a true floating server you *HAVE* to have a dedicated one to resolve your dynamic IP. There’s no logarithm that will run on a 386i (or even exists to my knowledge) that can predict where your server will turn up next with the technology you’re referring to. You can run a remote network, but again you still need a dedicated address or else the remote clients trying to access this site cannot predict where your server currently is without a dynamic address to reach first. Like a Login server or a redirect.
Even if you’re posting your current floating address to a messageboard, you’re still using a dedicated server to pass that info along.
As for infinite storage and backup, checkout that SUN utility DisXtender or whatever the heck it’s called. They promise “infinite storage”. If you want to wait for the real thing, quantum storage should be around in a few decades.

Everyone CEO in the world has said this to their CIO. If you can get it right I’m sure there’s a great many jobs lined up for you. The best thing to remember is it’s 50 times easier to destroy than to create. If someone want’s to bring you down and has the talent or support they will, there’s nothing you can do. No site is unhackable, as 14 year olds teach us daily by cracking Microsoft and government DBs.
Like all security you need to keep it simple, then find your own holes and exploits and patch em. Then if anyone finds another hole or exploit patch that. You can spend all your time convuluting a program for exploits that will never be used, or you can roll the dice and fix as needed, which is probably best.
Again I don’t know sh%# on this subject other than being stuck in a room overhearing techies 4 hours a day. So for all I know Microsoft has released “Uber program v21.123.34” that does everything you’re asking for.
