She’s human in form and in physicality, but she’s not human in origin. She was created to disguise her true nature as the key (which she still posesses, according to Evil Willow in last season’s finale), and she’s of supernatural origin, which should have disqualifed her from being designated a potential slayer. Slayers are marked as such from birth, and she was never born.
