Well, Giggy apparently was “Queen” on Fire, although she likely was not the original Queen. Her nature seems to have driven her to make a fortress against the “non-shes” like Duke and Prince.
Duke certainly seems to be second in power only to Prince himself, who has the trick of [i]complete[/i] control over reincarnation. He’s also a bit less impartial than he should be, as we see in “The Beach” – likely he’s subtly manipulated people for ages, so that “mistakes” such as Fifi could occur.
(This of course overlooking that the Beans probably just named the characters after the streets in Halifax, which like most English colony settlements have King, Queen, Bishop, Duke, etc. streets.)
