Yes and No. I don’t think it’s supposed to be Dr. Rainbow. Whoever told you that must not know who Lex Gigerof is. As I’m sure you know, he played Dr. Rainbow in Season 3, he also plays the Porno Dirctor in this episode and Jeffrey Hirschfiled (790) plays a porn star named “Dick Dongler”. Hope that answers your question.
