I don’t know about dead Kai being dead completely, it would seem that Kai has some function related to his former self.
It’s a pity Kai didn’t go into more detail about the soul he saw at the core, if he said he was wearing the garb of the Brunnen G (the multi-coloured version) then we would all say that’s his soul from his past life…but he didn’t so we don’t know really.
It could be that the other Kai was a representation of his past life, but could not be reborn as he is now with emotions and feelings, because he is no longer that person.
But it could have reincarnated Kai in some way, by just giving Kai the same body and lack of feeling, maybe he went to the center and when that happens a new reincarnation is born and sent to the world above.
It could be that the only way that the Water people could bury their dead was to toss them into the water, they sank, they don’t see the new incarnation because they are dead (unlike Kai) and the planet somehow takes the old body and the new person is sent up, so Kai may have been the only person to have seen his other self as he has the benefit of not dying.
