Who the heck is Tarquin Falstaff?

I know Falstaff to be a famous character from Henry IV-V but thats the only Falstaff Ive ever heard of coming from the States.

Tarquin Falstaff is the identity Oberon uses when in “our” world. A shadowy but infuential figure on the scene – that’s why Colin had seen him on “Cults of England”.
