More an institution than a Race: An oppressive regime that manages the wealthy worlds but tends to leave the frontier planets to fend for themselves.

The Reevers

Humans with no trace of humanity:  The scariest villains! A bunch of raping, malevolent, killers that like to wear clothing made of skin!
