It’s everything a TtR detractor (aka troll at scifi.com/tripping) wants in society.

If you want to go to a clean pub, try this planet. Snozzle features some of the cleanest pubs in the galaxy. Health inspectors do a double take upon entering the bar, amazed out how clean it is.

Everything about the world is clean. And why shouldn’t it be? With a death penalty for littering everyone takes special precautions to keep the planet beautiful. You won’t find any crying Indians on this planet!

One might assume that with such strict rules about cleanliness and wholesome values that the planet would be under Confederate jurisdiction. Actually its apart the of the confederate Dark Clown Empire, right near the border. Because of its prime location, it serves as a major supply depot for space travelers. Those tripping the rift between the two vast empires like to pick up an inexpensive cloaking device before venturing into the hostile territories on either side.
Snozzlians, are just like every humanoid culture.

They are quite diverse and can be found in almost any occupation. Just as a whole they act most excellent to each other and their surroundings to avoid the stiff penalties their local government imposes. There is no central leader (no governor) because the clowns don’t want anyone to oppose their rule, and instead have a council of representatives much like a condo board. This leadership council comes up with all the laws, such as no littering, all lawns must be under 3 cm in height and washer/drier machines can not be used after 9:30 pm. Punishments vary from revoking of pool privileges to death.
